I’d instigate a massive testing regime to get a very clear idea of how widespread the virus is and do comprehensive contact tracing. This is exactly what happened in Australia which is already flattening the curve with just over 6000 cases and less than 60 deaths. Instead in the US testing sites are being closed down as the virus rages and contact tracing has never been a priority. Maintain isolation as long as possible to save tens of thousands of lives. Relax the isolation rules slowly in areas where the virus has been contained instead of announcing America will reopen 'with a bang’. Those are just a few thing off the top of my head.
