Just because a rule isn't enforced doesn't mean it doesn't exist. People break the law every day and get away with it.
As this point I can only assume you're being deliberately obtuse or that you're on drugs. This entire debate has literally been about 'rules' surrounding sexual harassment. ie. don't solicit sex from your tenant or employees. Sexual harassment laws came into effect to protect vulnerable people from this kind of behaviour.
Are you also suggesting there are no 'rules' surrounding sexual harassment in the workplace and that's why Cuomo behaved as he did?
You whole argument has been that the 'rules' around sexual harassment are unfair to men because 'men have needs.' Now you're trying to claim you have no problem with these rules if they were actually rules.
